中文说明：这些源码是我花了好长时间编出来的，本人实践，可用，效果不错.其中函数Zig_Zag_Scan(X,N)实现Zigzag扫描；Get_DCT_Qualification（X,N）对图像进行DCT及量化运算（量化系数在.mat文件里）；Get_Zigzag_Scan_New2获得前一个函数的Zigzag扫描系数（将图像分为若干个N*N的块，每个块的扫描系数重新组织成一列，所有列构成新矩阵）；JpegCode_New(X,N)实现JPEG编码；JpegDecode_New(X,N)实现JPEG解码.注：N只能为8.
